■ Outcome :
Endorsed Joint Statement of the Special Session of the 8th Ministerial Meeting. The agreed items include:
1. To strengthen the three countries’ cooperation and coordination in international logistics policies to exchange necessary information and to enhance resilience and sustainability of the international logistics to and from each of the countries against the pandemic of COVID-19 and other possible infectious diseases;
2. To share good experiences and practices with each other also in the context of domestic logistics policies to overcome the adverse effects brought about by the pandemic, and to jointly building logistics network in the region which is less vulnerable to the possible pandemics in the future;
3. To explore ways to facilitate the movement of essential logistics workers in order to ensure unimpeded passages for cross-border movement of goods and make every endeavour to share information on the quarantine measures being implemented in each country for transport means;
4. To enhance cooperation and coordination in ongoing and future discussions within the existing international organizations to realize proportional infection prevention measures with which unnecessary traffic restrictions can be avoided in order to ensure the smooth operation of international logistics.

2. Establishment of an official homepage on the trilateral transport and logistics mechanism

■ Outcome :

1. Discussion on Creation of a Seamless Logistics System, Establishment of Environment of Environmentally friendly Logistics, and Achievement of Balance between Logistics Security and Efficiency
2. Discussion on strengthening cooperation on projects and policies under the major initiatives of the three countries to promote regional connectivity, and strengthening joint efforts on the 4th industrial revolution for transport technologies
3. Agreed on the establishment of an official homepage with the full support from the Trilateral Cooperation Secretariat (TCS) to share the achievements of the past 12 years, facilitate consultation process among the three countries and enable the people of the three countries to better access the ministerial conference on transport and logistics

■ Outcome :

Endorsed the Progress and Future Work of the Action Plan. The agreed items include:
1. China and Korea will endeavor to facilitate mutual access of trailer chassis based on the previously signed agreement and Japan and Korea will expand the existing pilot project, considering demands of consigner and logistics enterprises. China and Japan will continually cooperate with each other more closely toward implementation of the pilot project of mutual access.
2. To make efforts for developing national standards of pallets and encourage research on the possibility of standardizing returnable container excepting pallet.
3. To increase the number of information-sharing ports and explore more information-sharing service areas.
4. To share information and experience in container rail-sea intermodal
transport development.
5. To encourage the public and private sectors to explore cooperative
projects and conduct joint research on cold chain.
6. Agreed to review the progress made in the implementation of the 12 Action Plans, and identify new agendas.

■ Outcome :

Endorsed the Progress and Future Work of the Action Plan. The agreed items include:
1. China and Korea will vitalize mutual access of trailer chassis under the previously signed agreement, and Japan and Korea will expand the existing pilot project and explore the possibility of new pilot project, considering demands of consigners and logistic enterprises. China and Japan will put forward a joint research on implementation of a pilot project.
2. To exchange information among the three countries and endeavor to expand ports coverage within the three countries and mutually cooperate in order to expand NEAL-NET activities further toward other countries and regions such as ASEAN.
3. To reduce green house gas and toxic substance emissions from logistics sector.
4. To endeavor joint research on returnable pallets such as regulation and procedure related with tax exemption, and make joint efforts to adopt necessary measures in order to facilitate the implementation of tax exemption concerning returnable pallets among the three countries through pilot project aiming to promote the utilization of returnable pallets.
4. To jointly endeavor to respond to changes in the international logistics security environment
5. To make efforts for mutual cooperation on Northern Sea Route through exchanging information.
