1. Shared the view that it is significant to hold the Trilateral Summit on a regular basis to lend political impetus to trilateral cooperation in a wide variety of areas.

1. Trilateral Cooperation
- The three leaders adopted the “Summit Declaration” with 2 attachment documents, “Joint Statement on Agricultural Cooperation” and “Joint Statement of Cooperation on Sustainable Forest Management, Combating Desertification and Wildlife Conservation.”
- The three leaders also welcomed the establishment of the TCS in September 2011 in Seoul, the ROK, and expressed support for the TCS to provide high-quality service to trilateral consultative mechanisms and play an active role in promoting trilateral cooperation

2. Economic and Trade Cooperation
Based on the conclusion and recommendations contained in the Report of the Joint Study for an FTA among the three countries, the leaders decided to launch the trilateral FTA negotiation within this year. The leaders witnessed the signing of the Trilateral Agreement for the Promotion, Facilitation and Protection of Investment

3. Sustainable Development
Stressing the significance of promoting sustainable development, the leaders agreed to push forward greater cooperation efforts in the areas of environmental protection, renewable energy technology, agriculture and forestry. The leaders called for greater efforts to be made with regards to the building of the China-Japan-Korea Circular Economy Model base

4. Social, People to people, and Cultural Exchanges
The leaders welcomed the on-going friendly exchange activities and encouraged to further expand cooperation in cultural heritage protection, cultural industry development, CAMPUS Asia, and personnel administration

5. Other Regional and International Issues
The leaders reiterated their support for strengthening communication and coordination with regard to regional and international issues. They agreed that the three countries would make a positive contribution to the success of the G20 Summit, the APEC Economic Leaders' Meeting, the ASEM Summit, the ASEAN Plus Three Summit and the East Asia Summit to be held later this year.

1. Trilateral cooperation:
The three leaders adopted the “Summit Declaration” with 3 attachment documents, “Cooperation on Disaster Management”, “Cooperation on Nuclear Safety” and “Cooperation toward Sustainable Growth through Promotion of Renewable Energy and Energy Efficiency” (See the attachment). They agreed to hold the Trilateral Policy Dialogue on Asian Affairs and launch the Trilateral Cooperation Secretariat by the end of 2011.

2. Disaster Management and Nuclear Safety:
The three leaders confirmed to conduct exercise and enhance capacity;
ensure quick and smooth communication in case of occurrence of a disaster;
enhance coordination in providing and receiving assistance; promote technology and enhance information-sharing on disaster management. They also reaffirmed the utmost importance of strengthening nuclear safety and continuing to safely operate nuclear facilities with the maximum level of transparency.

3. Economic Growth:
The three leaders shared the view to an early realization of substantial agreement on Investment Agreement, and finalization of the joint study on FTA by the end of 2011. They also welcomed the establishment of the Northeast Asian Logistics Information Service Network (NEAL-NET), and encouraged further progress for the early realization of sea-land combined transportation among the three countries. The three leaders also agreed to further enhance customs cooperation, especially for trade facilitation and the improvement of customs procedures under the framework of Tripartite Customs Heads’ Meeting.

4. Sustainable Development:
The three leaders agreed to strengthen cooperation to tackle such global environmental issues as climate change, biodiversity loss and regional environmental issues including Dust and Sandstorms(DSS), acid deposition and illegal transboundary movement of solid waste in particular e-waste. They also recognized the necessity of useful consultation on the prospective framework of the trilateral circular economy model base.

5. People to people exchanges:
The three leaders agreed on expanding the scale of people-to-people exchange among the three countries to 26 million by 2015, and organizing “Future Forum” in the framework of the Trilateral Youth Friendship Meeting. They also welcomed a steady progress regarding the implementation of Campus Asia.

6. Other regional and international issues:
The three leaders discussed regional and global issues such as Northeast Asia situation, East Asian cooperation, disarmament and non-proliferation, as well as international economic situation.

The business communities of the three countries recognized that Trilateral FTA will play an important role for economic integration and prosperity in East Asia. It is essential that the three countries conclude the FTA as early as possible. From the broad and long-term viewpoint of the trilateral cooperation, the three governments were suggested to commence negotiations at the earliest opportunity.

2. Trilateral industrial cooperation
1) The three countries have many common interests in production and consumption of energy. Trilateral cooperation in the field of energy has a special significance. There remains a potential for the business communities and governments of the three countries to further promote cooperation in new energy, jointly respond to global energy issues, and enhance technology exchange.
2) The business communities of the three countries should strengthen cooperation in energy conservation and environment preservation. Standardization of energy conservation technologies should be encouraged.
3) It is meaningful for the three countries to deepen logistics cooperation as it will generate business opportunities, scale up the volume of trade and investment, and expand the room for trilateral economic cooperation.
4) The business communities of the three countries will strengthen cooperation in high technology and protect intellectual property rights, which enable enterprises in the region to hold advantages and competitiveness in international markets.

3. Trilateral Financial Cooperation
It is necessary for the three countries to promote the development of foreign currency exchange market among the three countries by ensuring Chiangmai Initiative Multilateralization (CMIM) and strengthening trilateral cooperation in the fields of bond and currency swaps, financing enterprises, etc.

1)Since the Trilateral FTA would play a crucial role in achieving ASEAN+3, ASEAN+6 and APEC-level regional economic integration, it is essential that the three countries conclude the FTA as early as possible
2)The Trilateral FTA is expected to reduce tariffs, abolish export controls and stimulate investment and trade in services by eliminating foreign capital ceilings making domestic regulations transparent. It will also encourage cross-border movement of natural persons with specialized knowledge and skills
3)The business communities of the three countries affirm to play an active part in the Joint Study, which provides a platform for the establishment of the Trilateral FTA, and request the three governments to commence negotiations at the earliest possible opportunity

2. Addressing Global Issues
1)Three countries agreed to promote the standardization of sector-specific energy saving technologies as well as to transfer and dissemination of such technologies
2)Learning from the lessons of the earthquake in Japan on March 11th, business communities of the three countries agreed to collaborate with the public sector in creating cooperative systems for human and material support to disaster-stricken areas, reconstruction of basic infrastructure, and sharing of disaster response experience and expertise.
3)The business communities of the three countries agreed to cooperate in promoting industrial recovery in Japan, reaffirmed the importance of Northeast Asian supply chains to the global economy, and agreed to collaborate to restore and maintain their smooth functioning.

1. Investment Agreement
The business communities of the three countries strongly recommend their governments to agree on “Trilateral Investment Agreement” as early as possible, and to provide special care and strong support to the improvement of trade and investment by continuously developing nondiscriminatory measures for foreign investments environment, protective measures for intellectual property rights, as well as streamlined customs procedures which can meet the global standard.

2. Cooperation for a comprehensive FTA
The economic sectors of the three countries greatly welcome and appreciate the industrygovernment-academy cooperation for the Trilateral FTA and also expect the three countries to play leading roles in improving the regional financial system of East Asia, such as Chiangmai Initiative Multilateralization (CMIM), to react effectively to the financial crisis.

3. Cooperation for environment, energy, standardization and tourism
The economic sectors of the three countries should contribute to the sustainable development by strengthening green energy and standardization cooperation among the three countries. Furthermore, the three countries should work closely to save energy, boost tourism, and increase the human resource exchange.

■Outcome
1. Cooperation for Disaster Management
- The three leaders expressed satisfaction with the result of the 4th independent Trilateral Summit on strengthening cooperation in disaster management and the consensus reached during the trilateral ministerial meeting on disaster management in October 2011 with respect to promoting concrete cooperation, such as making joint visits to disaster sites.

2. Trade and Investment
- The three leaders discussed the need for completing the joint study on the trilateral FTA by the end of 2011, and reached an agreement on launching the trilateral FTA.

3. People-to-people Exchange
- The three leaders welcomed steady progress made in the Collective Action for the Mobility Program of University Students (CAMPUS Asia) program, aimed at promoting exchange among universities of the three countries.

4. Regional and International Situations
a) Northeast Asian situation
The three leaders welcomed the recent efforts such as inter-Korean and U.S.-DPRK dialogues, and reaffirmed the importance of concrete actions to create an environment conducive to the resumption of the Six Party talks.
b) International Economy
With respect to the global credit unrest brought on by the European debt crisis, in order to prevent the debt crisis from spilling over to Asia, the three leaders shared the recognition that it was important for countries to steadily implement the Cannes Action Plan for Growth and Jobs (2011.11.04), an Action Plan to address short-term vulnerabilities and strengthen medium-term foundations for growth, and that each of the three countries would appropriately perform their necessary roles.

5. Launching of the Trilateral Cooperation Secretariat
- The three leaders welcomed the inauguration of the TCS in September 2011 and expressed their support for the TCS’s role in promoting the trilateral cooperation in a systemic and effective manner.

■Agenda
1. This Summit meeting was held after two-year absence (2005-2006) since the last meeting in 2004 in Vientiane.
2. Joint Press Statement was issued after the meeting for the first time.
3. Review of the progress of the trilateral cooperation and discuss its future direction (joint response against the dust sandstorms, and the energy strategy dialogue)

■Outcome
1. Adoption of the Progress Report and announcement of the Joint Press Statement
- The three leaders announced the results of the meeting through the Joint Press Statement. They adopted and approved the 2005-2006 Progress Report of the Trilateral Cooperation.

2. Agreement on establishing the Senior Foreign Affairs Officials (Deputy Minister) Meeting
- The three leaders agreed to install a senior official level consultation among the foreign ministries of the three countries not only for major political and diplomatic issues, but also for exchange of views and policy consultation on regional and global issues. As a result, the inaugural meeting was held in Beijing in May 2007, and the 2nd meeting was held in Seoul in October of the same year.

3. Discussion on strengthening the basis of mid-long term cooperation
- The three leaders agreed to strengthen the mid-long term cooperation basis through consultation on ways to promote exchange and substantial trilateral cooperation. For this, they began negotiations on the Trilateral Investment Agreement, designated year 2007 as the year of the Trilateral Cultural Exchange, and made a joint effort to tackle the dust and sandstorms issue.

4. Strengthening the tripartite cooperation on regional and global issues
- The Three leaders exchanged views on issues, such as the nuclear issue and building an East Asian community
