On December 20, 2023, the 15th Symposium on Personnel Administration of China-Japan-Korea was held in Xi’an, China. Hosted by Director-General CHEN Longfa, Bureau I of Civil Service Management of National Civil Service Administration of China, the Symposium was attended by delegations of National Personnel Authority of Japan headed by Deputy Director-General Harada Mitsuyoshi, Human Resources Bureau, Ministry of Personnel Management of the Republic of Korea headed by Director-General PARK Yong Su of Planning and Coordination Bureau, and Trilateral Cooperation Secretariat headed by Deputy Secretary-General ZUSHI Shuji. 

In his remarks, Deputy Secretary-General ZUSHI Shuji spoke highly of the first-in-four-year offline Symposium in creating valuable opportunity for the three competent authorities to have in-person and in-depth view exchanges. He introduced TCS’ functions and recent reforms in personnel management and departmental restructure, adding that rule-based governances meet the fundamental interests of the people. Sharing his observation on the cultural similarities and diversities of China, Japan and the ROK, he advocated closer exchanges and communications between the three countries, so as to strengthen mutual understandings which are vital to a future-oriented trilateral relationship. Underscoring TCS’ role as the hub of Trilateral Cooperation as well as its advantage of diversified office culture, he reiterated TCS’ commitment to further support the multi-layered mechanisms under the Trilateral Personnel Policy Network. 

Under the theme of “Laws and Regulations System of Civil Service,” each side made retrospective on the establishment of the legal system on civil service of the belonging country as well as its outlook on future development, highlighting their distinctive features. They also had candid discussions on such topics as salary adjusting survey, betterment of human resource allocation against population aging and low fertility, gender equality, application of big data in public personnel management, among others. 

The Symposium on Personnel Administration of China-Japan-Korea has been rotationally held in the three countries since 2006. The Ministry of Personnel Management of the ROK will be the next host.
