Mechanisms Deputy Secretary-General ZUSHI Shuji Attended the 16th Symposium on Personnel Administration

On June 20, 2024, the 16th Symposium on Personnel Administration of China-Japan-Korea was held at APEC Nurimaru in Busan, Korea. Hosted by Director-General PARK Yong Su of Planning and Coordination Bureau at the Ministry of Personnel Management (MPM) of the Republic of Korea, the Symposium was attended by delegations from National Personnel Authority (NPA) of Japan, led by Director-General SUZUKI Hideo, and National Civil Service Administration (NCSA) of China, led by Deputy Director-General LIU Yufei. TCS Deputy Secretary-General ZUSHI Shuji also attended the Symposium and delivered opening remarks.
In his remarks, DSG ZUSHI highlighted the common challenge faced by the three countries in attracting talented young people to public service, particularly amidst declining birth rates and aging populations. He introduced the TCS' efforts to maintain an attractive workplace by emphasizing the societal impact of public service, encouraging employees to recognize the meaningfulness of their work through projects that significantly affect people's lives. Additionally, he underscored TCS' initiatives in establishing and leveraging networks for young people, such as the Trilateral Youth Exchange Network (TYEN), to enhance their capabilities through various exchanges and maintain connections among participants of TCS youth programs.
Under the theme of "How to Attract Young Talented People to Public Service," each delegation shared their current public sector situations, key strategies to address challenges, and proposals for enhancing working environments. They engaged in an open discussion about structural issues affecting young talent motivation, including excessive workloads and long working hours, low salaries, and hierarchical relationships, aiming to explore solutions through mutual case studies.
Prior to the Symposium, the delegations paid a courtesy call to the Minister KIM Seung-ho of MPM, discussing the significance and timeliness of this year’s topic. Minister KIM emphasized the renewed momentum in trilateral cooperation after the 9th Trilateral Summit, reiterating commitment to further collaboration among the three authorities. He also urged support from China and Japan for next year's Heads Meeting among Personnel Authorities, to be hosted by MPM in celebration of the 20th anniversary.
The Symposium on Personnel Administration of China-Japan-Korea has been rotationally held in the three countries since 2006. National Personnel Authority (NPA) of Japan will be the next host.
